The Dubuque Community School District is considering significant changes to its middle and high school structure as part of a long-term effort to address projected budget challenges. These decisions could affect students, families, staff, transportation, activities, and the overall educational experience for years to come.

Over the past several months, district leaders have cited declining enrollment and limited state funding as reasons for pursuing structural changes that could include school closures, grade reconfigurations, and the consolidation of students into fewer buildings.

The question isn't whether Dubuque should plan responsibly for the future. The question is whether the public has been given enough information to fully understand the problem, evaluate the proposed solutions, and provide meaningful feedback before irreversible decisions are made.

To help answer that question, a group of concerned community members reviewed district communications, financial projections, and feedback gathered during the community engagement process. Some of the financial findings can be found here:

What You'll Find in the Deck

The presentation explores several key areas:

  • The district's stated rationale for needing $16.8 million in cost reductions.

  • Questions surrounding enrollment projections and state funding assumptions.

  • Analysis of the district's reserve fund projections.

  • A summary of the three scenarios presented to the community.

  • Findings from hundreds of community comments and questions.

  • Common concerns related to transportation, student access, activities, staffing, and implementation.

  • Key information that many residents believe is still missing from the decision-making process.

The Main Takeaway

The presentation does not advocate for a specific scenario or claim that no changes are needed.

Instead, it argues that before any major restructuring moves forward, the community deserves detailed answers to several important questions:

  • How does each scenario specifically address the projected financial challenge?

  • What are the one-time and ongoing costs associated with implementation?

  • How will transportation, activities, and career and technical education access be affected?

  • What will class sizes, staffing levels, and student transitions look like?

  • How will decisions impact neighborhoods, school identity, and family logistics?

For changes of this magnitude, many families believe detailed, transparent analysis should come before final decisions.

Whether you support one of the proposed scenarios, oppose them all, or are still undecided, we encourage you to review the information, ask questions, and stay engaged in the conversation. The future of our schools deserves a thoughtful, informed discussion supported by clear data and open dialogue.

Our community's best decisions will come from understanding the facts and making sure all perspectives are heard.
