The Dubuque Community School District is facing declining enrollment and significant financial challenges. In response, district leaders have presented three restructuring scenarios to internal and external task forces. However, approximately 70% of the external task force is made up of individuals connected to the district, raising questions about the breadth and independence of the community perspective.


The district has also held community input sessions to gather feedback, concerns, and ideas. Those conversations have made one thing clear: many community members remain deeply concerned about the proposed options, the lack of complete information, and the absence of a clear plan addressing the impact on students, families, staff, and neighborhoods.

Despite these unresolved concerns, the Board of Education is scheduled to vote on one of the three scenarios at its October 12 meeting.


The three options currently being considered are:


Scenario 1:

  • Retain two middle schools (grades 6-8)

  • Retain two high schools (grades 9-12)

  • Close Jefferson Middle School


Scenario 2:

  • Retain one middle school (grades 6-7)

  • Retain two high schools (grades 8-12)

  • Close Jefferson and Washington Middle Schools


Scenario 3:

  • Retain one middle school (grades 6-7)

  • Retain one high school (grades 8-9) with dedicated career and college readiness space serving high school students

  • Retain one high school (grades 10-12)

  • Close Jefferson and Washington Middle Schools
